LCC INTERNATIONAL APPOINTS FORMER U.S. CELLULAR VICE PRESIDENT OF NATIONAL NETWORK OPERATIONS TO HEAD OPERATIONS FOR ITS AMERICAS REGION

MCLEAN, VIRGINIA , December 13, 2005 –
LCC International, Inc., (NASDAQ: LCCI), a global leader in wireless voice and data turn-key technical consulting services, today announced that it has appointed Dr. Hichem H. Garnaoui, former Vice President of U.S. Cellular’s national network operations, to head operations for the company’s America, Caribbean and Latin America (Americas) region. In this role, Dr. Garnaoui will be responsible for LCC’s engineering, network deployment and operations & maintenance service offerings.
Dr. Garnaoui brings over a decade of wireless industry experience and spent the majority of his career working in key positions within some of the nation’s largest wireless carriers. Dr. Garnaoui will be focused on ensuring that LCC’s services are of the highest quality as well as developed to meet the technological demands of next generation wireless technologies. Additionally, Dr. Garnaoui’s operational and carrier experience will be tapped as the company continues to expand its services offerings and develop annuity-based businesses.

Jim Greenwell, Senior Vice President of LCC’s Americas region added: ”Hichem is the perfect candidate to lead the operational activities in our Americas region. He brings to us a unique dimension, having held senior operational and management positions with major mobile carriers in the United States. Hichem has an excellent reputation and track record of managerial and technical achievements in his prior roles. He brings a deep understanding of both the marketplace and the challenges facing mobile operators today. Dr. Garnaoui comes to LCC from US Cellular Corporation, where he was Vice President of National Network Operations since March 2002. Prior to that he was Vice President of Network Engineering at US Cellular. Dr. Garnaoui spent four years at Nextel Communications where his final position was Mid-Atlantic Engineering & Operations Vice President. He has also worked at Nortel International, Inc. and served as a consultant for the 3M Company.
Dr. Garnaoui earned his Ph.D., M.S. and Bachelor (with high distinction) of electrical engineering at the University of Minnesota. He has also attended the Chicago Management Institute at the University of Chicago’s graduate school of business.
