Lusk’s Experience Expands LCC’s Spectrum Management Role in WiMAX and other 3G and 4G Broadband Technology Implementations.
MCLEAN, VIRGINIA, August 23, 2006 -- LCC International, Inc. (NASDAQ: LCCI), a global leader in wireless voice and data turn-key services, today announced the appointment of Thomas Lusk as Vice President of Spectrum Management. Mr. Lusk brings more than 25 years of experience in microwave engineering and spectrum management and will lead LCC’s efforts in fortifying its leadership position in assisting customers with relocation services.
Recent spectrum activities, including the AWS auction, have re-emphasized the value and demand for spectrum management expertise. Spectrum management is a complex process that includes the selection of the new bands, path clearance, relocation planning, performance and operational standards as well as identification of infrastructure requirements. Spectrum management services offered by LCC includes pre and post auction incumbent analysis, securing access to resources, objective third party negotiations and arbitration with incumbents, design and engineering of the relocated paths and full turnkey relocation management.
As an industry veteran, Mr. Lusk has extensive experience in spectrum management having been involved in relocation opportunities with AWS, PCS, UTAM and microwave incumbents. Throughout his career he has held numerous leadership and engineering positions within the telecommunications industry, including Associated Communications Inc., California Microwave, Inc., Avantek, Columbia Spectrum Management and Sitesafe, Inc.

Mr. Lusk has been involved in most aspects of spectrum management including design, procurement, installation, operations, maintenance and relocation of microwave, fiber optics, satellite, and mobile communications systems. He has been active with PCIA serving on the Microwave Relocation
Task Force as well as the Technical and Engineering Committee, setting industry standards related to spectrum interference issues and relocation of microwave users. Mr. Lusk has conducted numerous adjacent channel interference and feasibility studies regarding co-existence within the wireless community. He is regarded as an industry expert through his many white-papers and technical briefs, as well as ex-parte presentations regarding relocation and interference issues facing the wireless and microwave industries.
