LCC International Launches Mobile Content End-User QoS Testing Services Through Global Alliance With Zandan

Announcement Expands LCC’s Presence within Mobile Operators,

Extends Reach into MVNO’s and Mobile Content Providers,

Achieves Milestone by Entering into Mobile Content Testing and Services

MCLEAN, VIRGINIA, September 20, 2006 --
LCC International Inc. (NASDAQ: LCCI), a global leader in wireless voice and data turn-key services, and Zandan, a leader in mobile customer experience management, announced today a strategic alliance whereby LCC International will develop a set of integrated offerings that bundle Zandan solutions with LCC’s wireless consulting services. This marks a key milestone in LCC’s plan to provide integrated solutions to wireless operators who are seeking to deliver high quality mobile content to their customers.

Zandan’s active customer simulation solutions are used within the entire mobile service life cycle: from interactive testing, service/device acceptance, live monitoring, alerting and troubleshooting, to Quality of Service (QoS) and Service Level Agreement (SLA) management, and customer intelligence. This agreement enhances LCC’s ability to assist wireless operators, MVNO’s and mobile content providers seeking to maximize service quality of the end-user experience and to measure end-user QoS across advanced technologies such as EDGE, UMTS, HSDPA, EV-DO, Wi-MAX as well as the handsets attached to those networks.

“LCC, as a result of this relationship with Zandan, is uniquely positioned to offer mobile operators and content providers new solutions, such as revenue assurance, quality assurance, and content key performance indicators (KPI’s) that support their revenue, customer growth and retention strategies,” said Kenny Young, CMO, LCC International.

“LCC can now provide unique offerings to meet the demands for increasing ARPU, reducing revenue leakage, and establishing new customer benchmarking measurements, all designed to enhance the experience of end-users as they continue to demand higher quality and performance from their providers,” Mr. Young added. “Our strength in the telecom arena, combined with Zandan’s experience in the mobile content market, creates an integrated QoS solution for wireless operators and content providers that are seeking to maximize network efficiencies while simultaneously creating a high-quality mobile content platform for their consumer and business customers.”

“LCC continues to execute on its planned strategy and is now positioned as a high-end consultancy, engineering, and QoS testing and solutions provider on a global basis,” comments Dean Douglas, CEO, LCC International. “Our relationship with Zandan signals the entry of LCC into the high growth segment that the mobile content market represents. We now can extend and leverage our ability to design advanced mobile platforms based on UMTS, HSDPA, EV-DO, and other 3G technologies into maximizing the QoS and delivery of mobile content.”

Mr. Douglas goes on to say, “We are positioned to provide integrated software tools and services that allow mobile operators to evaluate and enhance network performance from the network towards the customer as well as the customer towards the network.”

“Zandan has found with LCC a unique opportunity to combine its own leading expertise in mobile multimedia QoS simulating 1,000+ handsets with the world expert in wireless network design, planning and management,” said Bertrand Schmitt, director of marketing, Zandan. “Furthermore, LCC will accelerate Zandan’s penetration in North America and the Middle East and will broaden Zandan’s expertise in the RF and core network layers.”

“Zandan has a strategy to cherry-pick its partners based on their worldwide capacity to deliver projects to more and more demanding customers who only want one partner to manage their quality initiatives,” said Philippe de la Gardette, chairman and CEO, Zandan. “Our customers are looking for a complete quality solution because today’s wireless telecom world is incredibly complex, and quality involves many disciplines from RF engineering to WAP portal optimization. Working hand-to-hand with LCC will help create the one-stop-shop of wireless content and network optimization.”

About Zandan

Today, 20 percent of mobile multimedia commercial transactions never complete, and the costs of testing and monitoring mobile multimedia services are rising too fast for Mobile Telecom Operators and Service Providers. These services create new challenges to traditional service delivery and service management processes because of the complexity introduced by the proliferation of protocols, handsets and networks.

Zandan’s active end-to-end customer simulation solutions are used along the entire mobile service life cycle from interactive testing, service/device acceptance, live monitoring, alerting and troubleshooting, to QoS & SLA management and customer intelligence. Zandan’s solutions support all radio network technologies (GSM, GPRS, CDMA, EDGE, WCDMA, EV-DO, HSDPA, etc.) and test all mobile multimedia services (browsing, SMS/MMS, music/ring tone download, games/Java download, video streaming/download, mobile TV, etc.) over 1000+ devices.

Incorporated in May 2000, Zandan is headquartered in Paris, France. With 65 customers in 43 countries, Zandan has emerged as the market leader of Mobile Customer Experience Management solutions.
