LCC International Signs Agreement with TerreStar to Provide Spectrum Clearing Services

- Will Support Development of North America’s First 4G Mobile Communications Network -

MCLEAN, VIRGINIA, December 18, 2006 --
LCC International Inc. (NASDAQ: LCCI), a global leader in wireless voice and data turn-key consulting and network management services, announced today a services agreement with TerreStar Networks Inc., a subsidiary of Motient Corporation (MNCP), to manage the spectrum clearing of incumbents in a portion of the 2 GHz MSS band, spectrum that is currently occupied by fixed microwave links. This relocation effort is a crucial step in supporting the launch of TerreStar’s integrated satellite/terrestrial 4G mobile communications network.

LCC’s Spectrum Clearing Services are designed to assist wireless operators with the complex task of relocating existing users from their current frequency to an alternate frequency or band. LCC’s services include negotiations with incumbents, clearing of spectrum and re-locating to adjacent or available frequencies, as well as the project management and tools to ensure a smooth and timely completion of the relocation process.

Under this agreement, LCC will manage the relocation efforts including end-to-end project management. This includes turn-key relocation process; incumbent contact and inventory collection; inventory verification; relocation cost estimation; and frequency relocation agreement negotiations.
