Network rollouts involve many different subject disciplines, from RF and fixed engineering to site acquisition, design, planning and construction. When so many disciplines are involved, it is easy to lose track of the overall deployment goals. Lack of coordination and management can lead to confusion and contradictions. For example, conflicts frequently arise between the requirements of RF design and site acquisition. The optimal site to meet the RF requirements cannot necessarily be acquired within the planned budget.

Complexity increases when each discipline uses independent resources and has different work styles.
